My power supply is on the way out need advice.

my power supply is starting to show signs of giving up, the 12volt rail now reads a low 11.5volt its been going down more and more.

Whats the best most stable PSU`s available today under 600watts please i dont want a sky high elecy bill.

I dont have a clue what to get her, i was thinking flowers chocs and a teddy, does that sound ok? i just blown my money on a traxxas revo 2 weeks ago, just finnished uni and out of a job. could it get any worse.
