Question My Power Supply keeps shutting down after i click in the power button

I have a PC that when i connect the power cable to the power supply a green light on the psu appears, but when i click on power button the green light disappears and the pc doesn't turn on, not even a signal.

This happened after i was updating the bios and the power on my city went out, after that that, the computer never turned on again.

I'm afraid it's the BIOS that corrupted and that's probably it.

It's there any type of diagnostic I can to see where the problem is coming from?
