My psu dosen't start when all connection properly

I have new 500w psu and new case(cabinet) bought it .then i try to build a pc for all connections.psu/motherboard/graphic/ram/cd-rom/hdd/120mm fans and all the connection are connected properly.but when i switch psu power cord on my mainboard socket and connect to power cable to my psu and then i start the on switch my psu dosen't start it not spin the fan for psu and any other like all component not start it. So what is the problem? please any solution.my only psu and case(cabinet) are new and other motherboard and all part are old like 1 year. So please help me to solution.what can i do? To solve a problem.

My system space is
GA-H81M-S motherboard
intel core i3 4160 3.60Ghz
AMD radeon RX470 4gb GDDR5
8gb ddr3 ram
1TB HDD
500w circle gaming psu

PSU fans starts spinning only after you turn on the PC not as soon as you give power to it.
Does the PC start? If it does then problem solved.

But when i press turn on button the PC is still dosen't start it how to solve it..

You will have to verify that you have made all connection properly.
Make sure that you have connected the 24 pin to your mobo and that the power button is connected to the right header.
