■ the sound sounds like static hmm on load and i dont know why

when i turn the PC on it turns on and then shut itself off again and then on again
and the mobo is displaying the 04 error (something about PCI express error)

i got the RM750X

Solution
The buzzing noise from the PSU could simply be a dusty fan (unlikely given it's new) or coil whine. Either way, it's under warranty so get it replaced. I wouldn't be surprised if a new PSU fixed the restart issue.
It is new build.
So you can take folowing steps to troubleshoot
1: take out gpu and start your system. if it' works without any issues install graphic card then check again.
2: reset cmos

3: about that hmm sound could be a nut is loose tighten it up fully.
if sound is too much audible replace your psu. if it is very faint no worries. electronic component make those sounds.

i took out the batery and back in ... i think it fixed the 04 error ... but the computer still turns itself off and on when i start it up

restarted my PC and the 04 error is till here... faulty GPU?

yes i did take out the GPU and the system didnt display an error but it did turn itself off and on ...
the date was allready right... do i need to wait for 10 seconds or something?... but then again i didnt put it in so fast

the gpu is 6 months old now

yes you need to wait about 10 sec to completly reset bios and turn off any power to system.
without gpu system should restart without any display. your processor is apu ie it's processor without any graphical processing unit.

how about you carefully check the processor for any bent or broken pins and check if there is thermal paste on cpu.
thermal throttling can cause cpu to turn off.

No, the i7-7700K has an integrated GPU so it can power a monitor without a dedicated GPU. You just need to switch the video cable from the dedicated GPU port to the integrated port.

Thermal throttling won't cause a computer to restart immediately.

OP, when the computer restarts does it boot into Windows successfully?

i reinstalled the cooler a few days ago and eveything seems fine timperature wise... i will reset the CMOS again

it starts up windows with no problems but im confused as to why it turns itself off and then on again ... is the system checking the voltages?

when i started up my PC without the GPU it was noraml and stayed at A0, then i put the GPU back in and it says A0 aswell ... but when i restart the 04 error is back ... so im guessing the GPU is doing this

arctic silver 5 and it was spread where it shuld be(like i said i installed a new cooler 2 days ago) ... the temperatures are OK (37°C idle, 70°C load)

it doesnt restart when it goes into windows ... it restarts when i turn it on

i pess the power button.... it turns on...fans start to spin... it turns off for a second.... turns itself on again without any problems

yes

my main problem is the MOBO error im getting ... i dont want it to screw me in the long term

and the buzz noise the PSU makes but that can be just the PSU doing its thing when under load becouse i went for a quality PSU
