Question My r9 270x :/

Hi guys i have some problems with my GPU when i get in game my GPU doesnt work on 100% usage it works only on 20% and i get low fps bcs of that and my cpu works on 23% so i dont tknik that cpu is bottleneck , Will i get 60+ fps in unturned when i fix problem

CPU i7 920
MotherBoard PEGATRON CORPORATION TRUCKEE 1.03
RAM 8GB
GPU Msi r9 270x 2GB twin frozr
PSU 600W rexpower [Not good psu maybe that is problem idk]
HDD Samsung sp1614c 150 GB

gpu and cpu temp is ok around 50 C but i will now go to see ram usage
