Question My RAM apears slow

Hello. I have a problem. I got a new motherboard as a patch up before i get a new mobo and cpu next year. I got a 970a-UD3P 2.0 and i have 2x4gb DDR3 RAM that should be 1600Mhz each. Now the problem is that when i go to cmd and write wmic memorychip get speed it tells me that my RAM is 933 and 667. Now i think that should not be like that.

I remember that the cmd thing told me 1600 for both at one point. Now i don't remember if that was on the last mobo or this one (I think it was the last one). When i go to BIOS and try to alter the frequency it is stuck at auto and i can't change anything. Not speed not voltage, nothing.
Any help? Is my mobo a bust? Am I doing something wrong?
My cpu is FX 6350

Ok
I fixed the pard about it being locked
Now i set it in BIOS to 1600 but in cmd it still tells me that my memory speed is this:

It's DDR (Double Data Rate) so you have to multiply that number by 2.
667 * 1333MHz effective speed
933 = 1866MHz.
Also, not all SW detects true frequency. some may just use SPD data which shows lowest possible for that module.
