[SOLVED] My RAM is 4.00 GB but it says 3.89 GB usable

So my RAM is 4.00 GB but it says 3.89 GB usable is there any solution to make it 4 GB usable if not, I would like to know why is 3.89 GB usable when it is a 4 GB RAM
Laptop spec:
CPU: Intel core i3-7100u 2.40 GHz
RAM: 4.0 GB DDR3
System Manufacturer: Acer
GPU: Intel HD Graphics 620 (1.9 GB GPU memory)
Laptop: Travel mate p238-G2-M33FY

You're using some for the iGPU on the i3 processor.

That's 100% normal.

Cpu takes memory for the graphics to work.
As stated above, all normal.
