My RAM is not being used to it's full potential.

I am running an i7-3770k with 16 GB of G Skill RAM. While I was rendering video's with Sony Vegas I checked my systems performance and noticed that only 5.04 GB of memory was being used. Shouldn't it be using all 16 GB of memory?

The system will use as much DRAM as is needed to perform any given task, given you aren't using all your DRAM playing with the Pagefile won't really do anything, that's there for when available DRAM is extremely low, the system will page data back and forth to the harddrive
The performance monitor in Windows shows you how much RAM is currently in use. I realize that the assumption is that while rendering all your RAM should be utilized, but that doesn't always work out. Sony Vegas is using as much RAM as it needs to. Be happy you have lots to spare.

At this point there's probably a bottleneck somewhere in the system. It's probably not your CPU but more likely your HDD.
