Question my RAM shows its fine but whenever i check user usage its lower

i have 2x 16GB vengeance pros (32GB) and everything about my memory seems fine but it seems like its only using 16GB
if anyone knows the issue even if it may be simple please tell me

32GB is a lot of RAM, even on my computer with 8GB RAM, most of the time only <50% is used.

The reason is that Windows would use a virtual memory called pagefile so that the RAM won't be filled to 100%.

In order to maximize RAM usage, you can try to reduce the size of the virtual memory so Windows will use the RAM more extensively.

Alternatively you can open 100 Youtube pages to see the RAM usage skyrocketing.
