A week ago I've bought biostar a960d+v3 becasue my a970 msi motherboard was broken. My ram is corsair 2x8gb (16gb) 1600MHz. When I look @ task manager it says the RAM is running @ 1333 MHz while I've manually set it @ 1600 Mhz in the BIOS. Can someone tell me how to get my RAM to run @ 1600 MHz?

Your RAM is clocked at that speed probably cuz it has to fixate itself to whatever the CPU's power draw is. Depending on the amount of voltage and if XMP is also enabled and your CPU Is also clocked at a decent Hz that your RAM will go to that speed. It's basic stuff once you get used to it.............................

my motherboard only have 4 pin cpu power and i have fx8320. is this also affect my ram?

Ohhh, FX series CPU . . . loved those times very EZ to OC. Those CPUs at the time were a little funky so..... depending on it and the RAM if you have enough power to keep it at 1600MHz is the thing. I had an FX-4100 OCed to 4.4Ghz with 1866Mhz RAM solid but just cuz I think I had the right power and colling for it. Idk how it works anymore; been years since I used it. Also, that 4 pin CPU power is just for the cooler not the it itself meaning your cooler has fan control on it's own. It probably doesn't matter it it's underclocked cuz it's gonna do that regardless if it does say it's at forced 1600Mhz. You can try other methods but to relate I also had DDR4 RAM that should've been 2400Mhz but underclocked to 2133 for CPU purposes idk why I just go by the facts lol............................

Task Manager is not a proper way to check ram speed.
Use CPU-Z instead.

Can you show screenshots from CPU-Z - memory and spd sections?
