Question My Ram Usage seems twice as percentage rate on Task manager

Hello guys, im a new user here so forgive me if i fail to use the forum the way it should.

So, if you check here you can see for example Opera uses around 800 MB ram which should be ~%5 on usage. But when i turned it to percantage usage it says its %10. http://prntscr.com/smbi7m

Thats same for EVERY app running and total usage too! My pc sees the all 16 gb ram and 4 gb is getting used for everything in total but it says its loaded %50.

Any idea? I can post more screenshots or anything you need for more info

But it says its %30 http://prntscr.com/smbost math doesnt check out. Its same for every app, so my %50 of ram is like being used for nothing
