what version of win 10 are you on?
right click start
choose run...
type "winver" and press enter
Current version is 1709 Build 16299.19
If you have that version, it explains lack of restore points as every new version of win 10 removes previously created restore points. Now you might be able roll back to previous version of win 10 right now by going to settings/update & security and under recovery, there should be a choice saying "Go back to the previous version of win 10" but really, using that isn't a good answer and windows update will just go and grab the new version again.
A more sensible answer might be to do a
repair install on your current version
