[SOLVED] MY RTX 2070 Super Msi with Ryzen 9 3900x is performing waaay below expectation.

Recently built myself a new PC
Motherboard - Gigabyte X570 Aorus Elite
CPU - AMD Ryzen 9 3900X 12-Core
GPU - NVIDIA Geforce RTX 2070 SUPER
RAM - 2X8 GM DDR4 SDRAM CORSAIR 3000 MHz
Memory - Hitachi 1.5TB, WDC WD 1TB (NO SSD INSTALLED) (My Memory is really old, around 2012~)
PSU - CORSAIR RMi Series RM750i ARX/EPS Fully Modular 80 PLUS Gold 750 W

Monitor - Acer XB270H A (I Turn G-Sync OFF)

I Tried overclocking my GPU, but results are only about 5-10% higher on each test. I tried many things such as deleting old drivers with DDU. Updating BIOS, changing PSU (old one was only 450w). I looked a lot where on the internet, however, I couldn't fidn the right solution, or at least a person with similar specs to help me out.

GPU: Nvidia RTX 2070S (Super) - 69.5%
HDD: WD Blue 1TB (2012) - 77.1%
HDD: Hitachi HDS5C3015ALA632 1.5TB - 41.2%
RAM: Corsair Vengeance RGB PRO DDR4 3200 C16 2x8GB - 86.3%
MBD: Gigabyte X570 AORUS ELITE

When Playing games, I always have very low load on both my GPU and CPU in every single game I play.

Escape From Tarkov - Average fps on all maps is 65 (capped at 120). Average CPU load 35% average (59 Degree Celsius average) . Average GPU load 28% average (37 Degree Celsius average).Graphics - High. Shadows - Low. Antialiasing TAA, Anisotropic Filtering - Per Texture. Everything Else is set to LOW

League Of Legends - Average FPS 135 (capped at 144). GPU Usage 12% average (35 Degree Celsius average). CPU Usage 20% average.(49 Degree Celsius average). Graphics - Highest Setting Available

Call Of Duty; Modern Warfare - Average FPS 100 (capped 144). GPU Usage 50% average (46 Degree Celsius average). CPU Usage 48% (69 Degree Celcius average). Graphics - Highest Available (Raytracing OFF)

Overwatch - Average FPS 99 (capped at 144). GPU Usage 50% average (45 Celsius Degree average). CPU Usage 27% average (60 Degree Celsius average) Graphics - Highest Avaliable

In all other games I tried, i got similar results. GPU and CPU usage is not going up, therefore I cant get my FPS that I Payed for. Can anyone help me plz?

Does it mean I have to do clean windows install?

I would highly recommend doing so. Existing Windows install from other hardware adds problematic situations because there's a mash of drivers and registry entries, very difficult to troubleshoot with this looming. Check Windows 10 forum stickies here on how to install from scratch. It's quite easy to do, just need Microsoft Media Creation Tool app and a 16GB usb stick. The program will download Windows and configure the usb ready to boot from.

An SSD would be great if you can get one, even if it's just a 2.5" Sata drive. 1TB+ if you can help it.

Programs will have to be reinstalled again, just so you know.

Did you make sure to enable XMP, for your ram, and are you certain your ram sticks are in the correct slots, per your motherboard's manual?
Thanks for reply. I will try to enable XMP now. Yes, I'm certain that my ram sticks are in the right slot, I just checked my motherboard manual.

Honestly some of those games look right (tarkov and MW especially).
Open nvidia control manager > manage 3d settings > FOLLOW THIS GUIDE.
Thanks for reply. When I'm playing Tarkov with my friends that have pc weaker than mine (16 gm ram, 1050 ti, Intel I-7 7700k) they actually got more fps than I do on similar or higher settings. I was also getting more fps with my old gtx 1070 in similar games (except games like MW). Also in Benchmark people get like 110%+ performance with their RTX 2070 super. So, I'm a bit confused, it is supposed to be low CPU or GPU usage?

Userbench reports your ram running at 3200, not 3000? XMP should already be enabled.

Have you installed the motherboard's chipset drivers?

Is Windows a fresh install on current hardware or a carry over from another system?

Userbenchmark say that is running at 3200.
I did install them when I first got my motherboard.
My windows is a carry from other parts, I did not install fresh one when I got new parts.

I can't put my gratitude in words! It worked! I did clean windows installation, installed latest drivers, and it worked!

GPU went from 69.5% to 116.3%! However, my CPU actually went down? What may cause it
