UPDATE: I BOUGHT AN i5-9600k AND USED THE INTEGRATED GRAPHICS TO DELETE MY GPU DRIVERS AND THEN REINSTALL THEM. THAT FIXED MY PROBLEM.

Resetting BIOS is always a good idea when having problem so go ahead and pull the battery.
I pulled out the battery, waited about 15 minutes, put it back in and still no signal. On the first time i turned it on after putting the battery back in it my computer was on for about 30 seconds, turned off, then turned back on and hasnt done that since then. I really dont know what could have caused this but maybe a bad driver or something. If it is driver issues then the only way i can fix it is by doing a hardware reset or something because i dont have another gpu so i cant delete drivers cause my screen is black.

I am suspecting the PSU is not providing enough power. EVGA 500watt units are not the best. RX 580 is recommended to have 550watt PSU http://www.realhardtechx.com/index_archivos/Page362.htm
Good deal on suitable replacement https://www.amazon.com/dp/B017HA3SQ8?tag=pcpapi-20&linkCode=ogi&th=1&psc=1
