my rx580 crashing when increasing power limit

so over the past few weeks, i have been having issues with my rx580 8gb. i had earlier in 2018 added an nzxt Kraken g12 and a corsair h55 to the card and all things were well but recently my overclocks became unstable. the oc software i would use is msi afterburner.
my GPU used to have its core clock at 2000mhz+ and the memory at 2000mhz (stock) and the core voltage at +25 and the power limit at +50 but because it was unstable I ran ddu and now the card crashes when i put the power lmit at +50 and im unable to run at +2000mhz on the core clock anymore and the card is in a PCI-E 16x slot that refuses to run at 16x it actually wants to run at 8x@3.0 . so I am wondering what could be the issue

-Perform clear CMOS
-Reseating the GPU
-Go to BIOS
-Intel 3rd Gen support DDR3 800/1600 effective so choose this value if RAM also support too
-Select PCIE at x16 Gen 3 in BIOS options
-Reinstall correct display driver
-If problems persist do the fresh install windows
