My Ryzen 1600 system won't boot

My ryzen 1600 system with a tomahawk b350 motherboard won't boot. What are the most common solutions to fix a never used/first time booting system.

With that info alone is impossible to pinpoint where something went wrong.

ok first off all my specs are
Nzxt s340 elite
Ryzen 5 1600
WD blue 1TB
Samsung EVO 550 250 GB
Cryorig H7
Asus dual gtx 1060 6GB OC edition
RM550x 550 Watt PSU
tomahawk arctic B350
Vengeance lpx DDR4 2666 mHz
and 4 x Corsair sp 120 RGB

I noticed that the fans of my GPU rotate in the beginning and then they stop. Is that something I should be worried about?

Recent gen gpu fan would turn on only if it on load.
The cpu fan spin? connect the monitor to the gpu output and not the motherboard output?

sorry, it was my monitor's fault. It doesn't recognize the pc but thanks for the help!!
