Question My Ryzen 5 3600 does not boost to declared 4.2 GHz

My Ryzen 5 3600 does not boost to declared 4.2 GHz. Even on AIDA64 CPU Stress test.
My system specs:

• MOBO: ASUS PRIME B350M-A
• GPU: MSI GTX 1080 GAMING X
• PSU: Aerocool VX-750
• OS: Windows 10 64-bit

Max I have 3974 Mhz. I monitored frequencies in Ryzen Master while AIDA64 System Stability Test worked. Screenshot of:

Why it happens? Is that possible to fix?

Few possible reasons, Aida can't push Ryzen far enough,it's barely pushing my 3700x to 4.2GHz, try some more serious tests like CB r20, (CB R15 can't do it over 4GHz). Paassmark Performance test, or Geekbench, Corona and above all some CPU "heavy" program or games.
Other things to look for is PBO/XFR in BIOS and check BIOS version and if it contains latest AGESA code 1003ABBA which fixed max boost problems.
