Can you please provide more details about your system and the troubleshooting steps you have undertaken so far? I'd recommend you go to Disk Management in Windows as well as Device Manager and check if and how your external HDD is recognized there. Taking a screenshot from both places and posting their links here would be really helpful.
Another thing you should try is swapping the USB cable and the port where you connect the external drive to. Checking your USB hub controller drivers for updates might also be a good idea. If you have access to another computer/laptop, try plugging the HDD there as well and see how it will get recognized by the other system.
