My screen is stuck black with whit blinking cursor

When I turn my laptop on the screen is black with a blinking white cursor and the word "password" next to it in the top left corner. If i type anything and hit enter it beeps and says not allowed. What can I do to fix it or is it done.

Sounds to me like its a Start Up Password, Did you just get this laptop or buy it from someone or maybe even stolen it? lol
