Question My self-built desktop will not start up.

An LED on the Motherboard indicates a CPU fault; but I have replaced the motherboard and CPU under warranty. However, it still indicates the same fault.

Motherboard: Gigabyte Intel Z390D,
CPU: Intel Core i5 9600K 3.7 GHz,
Memory Crucial CT2K16G4DFD824A 32 GB Kit,
PSU: OCZ700 MXSP.

I have measured the PSU output via my ETUSA0283 Tester. This shows all voltages to be correct. The only possible problem is that it shows the PG at a correct 3.3 V but with a 0 ms delay. The machine had previously been working beautifully for 9 months until it suddenly packed up. Could anybody please suggest what could be the problem? Thank you in advance.
