my SP120 Fan is not performing well

I recently bought SP120 High Performance and replaced my stock cooling fan for the radiator.

looking below screenshot, my "CPU" RPM only plays around 1000 - 1300.

it worries me why its not performing as the specs says it should be, which should be around 2,000+ RPM.

is this a product defect, or this is just normal for the SP120 Corsair

You're probably running it through the voltage reducer, at 7V.

is that something i should be concerned about? how do i turn 7v to 12v as specified in the specs?

You've got a short cable plugged in between the fan and the motherboard/PSU. Remove it.

i dont think i have that, my SP120 fan cable is directly connected to the Motherboard "CPU_FAN" slot.

The fan header CPU_FAN is almost certainly software controlled, by the motherboard if nothing else. Whatever software you are using to control fan speed, you need to adjust. If you didn't install anything, then look in the bios.
