My Speed Tests are great but file uploading is beyond awful in reality: Youtube and Live Streaming just make me want to cry.

This is my Speedtest, I have contracted a 60mbps connection with Movistar (peruvian ISP).

I want to use my connection for livestreaming to Twitch.tv and uploading gameplay videos to Youtube, however, when I try to do so, the speeds you see in that picture come nowhere near reality.

It takes me 44 minutes to upload a 425MB video to youtube:

(425 / 44)/60 = 0.161 Kb/s * 8 = 1.3 mbps real upload speed, which is 5mbps short of what the speedtest says.

I tried uploading other big files to Google Drive, 1.2GB of data takes 1 hour and 55 minutes, which is roughly 1.6 - 1.8mbps upload speed.

Now, the real problem shows up when I'm trying to do live streaming with OBS (Open Broadcasting Software). I followed some guides on how to set up the settings for low end connections and it's just crap. I get a lot of frame drops and the quality is just sub-par (480 at best with stuttering).

I've tried contacting my ISP to tell them about this issue but they don't acknowledge anything that isn't speedtest and blame it on youtube and twitch.

So basically I have a theoretical 6MBPS upload but in reality its just a crappy 1.6MBPS upload speed. What do I do here?

People say that XFinity is more correct than speedtest.

If it's the same as XFinity, it's the truth.
ISP's sometimes give bursts of bandwidth only while you're testing your internet connection. Speedtest is popular and most ISP's configure for that one.
