My steam downloads capped at 3.5MB/s

Hello, my name is Mo and i am having a problem with my internet.
My Steam downloads are capped at 3.5MB/s and they are capped on this whether im on wifi, ethernet or even on another computer.
My motherboard is a GA-Z97-HD3 and my other one is a stock Dell Motherboard for the Inspiron 570 (desktop)
I have Xfinity, and the only difference between my WIFI and Ethernet performance is the ping consistency in games. Ethernet makes the ping lower

My Ookla speeds tell me im getting around 30 down and 6 up
And im 80 percent sure my parents got us High-Speed-Internet or DSL and im greatful for it until multiple people try to use the internet.

Can someone please help me? I'm greatful but i wish i could get moar. Any help is super appreciated!

I doubt it is Steam. More likely your internet provider. Is this just during gaming or other activity too? What is the speed when simply downloading a game on Steam? I have Xfinity and hit 7+ MB/S.

That is perfectly normal and expected.

Your ISP (and Ookla) reports in megabits per sec
Steam reports in megabytes per sec.

Approx 8:1 ratio. 30megabits per sec / 8 = approx 3.5megabytes per sec, as reported by Steam.

Things are working normally.
