Question my system is acting strange

am using the null dc emulator sometimes when i launch it rans fast sometimes slow so is other games
i can close and restart like 14 times and it will run smooth and fast aslong as i keep it open it will run fine but
if i close it and open again it will run slow i dont know how to fix it anybody with ideas please help me

Screenshot task manager percentages when you run the emulator. Also, post up pics of your temperatures of CPU and GPU; install HWINFO for the temperature readings.
