My system is boot-looping after attempting to fix drivers.

I attempted to fix drivers for my R9 270x after they corrupted from XCOM, and did clean installs of the drivers and they still didn't work. After I went through this article: http://smallbusiness.chron.com/scan-corrupt-outofdate-drivers-29427.html I restarted my computer and now my system is stuck looping. I am pressing F8 in an attempt to access safe mode but nothing happens. It will load a blank bios screen and continue the loop. Id really appreciate if anyone can help. I don't have any back ups, so I'm very worried for the integrity of my files and the PC itself. I have another GPU on hand but none are installed at the moment as it's looping.

Update: Now it won't even boot for 3 seconds without restarting.

Can you please run the SFC /SCANNOW command with the /OFFBOOTDIR=D:\ /OFFWINDIR=D:\Windows parameters as described in the second part (Part 02) of this tutorial and see if this helps?
