My system is running real slow

Okay so I've recently upgraded my cpu, ram, motherboard, and gpu. which is..
intel i7 4930k 3.4ghz
Motherboard: p9x79 WS
Ram: Dominator corsair 2133mhz
Gpu: 780ti
I've installed windows 7 home premium, the installation went fine but I've notice that my pc was going real slow, it was slow to load up videos, to use Skype etc. (haven't played any games). So I downloaded CPU-Z to check my processor, it was running at 1.2ghz!, I went to my computer property and it ranked or rated my pc, and my processor got a rating of 3.6.. On top of that CPU-Z only detects 1 core for my intel i7 4930k which suppose to have 6. My ram is also set at 1066mhz. I checked the bios setting and it wasn't on energy saving, it was set to normal. When I check task manager the cpu load goes from 6% to 43% in less then a second and is really inconsistent, and keep in mind that I just finish installing windows which means I really don't have anything. I have an alienware area 51 desktop and switching the Motherboard has caused me to lose control of the lighting or fans, I cant check if it's on power saver or performance, but I checked in the bios and everything was set to normal, why Is my cpu underclocked and why is my ram also underclocked? why is my system running so slow? anyone help?
P.S I finish putting everything together a like 2 hours ago (cpu, mobo, gpu, ram assembly)

Maybe the explanation is simpler then, some CPU will use a kind of throttling technology to save energy when not used, and get back to 100% capacity under load. I think for Intel it's called SpeedStep or something like that. Maybe you could disable that from the BIOS and force it to use max clock speed all the time. Since it's a desktop and not a laptop, heat and energy saving are not as important.



I updated my bios, CPU-Z is recognizing that i have 6 cores, but is still clocked at 1.2ghz, sorry for the late response, my pc is running alot smoother tho.
 


Thanks MC your the only one who's trying to help me! gratitude! but yes i have, and i set my bios to performance and it still went to 1.2ghz, although i did find out that once i start playing a game it goes up to 3.5-3.6ghz, any idea?
