My System under services using all my cpu

On My windows 7 laptop I go into my task manager and it says I'm using 50 sometimes over that on my CPU then I went under services and it says that my system is using 50 CPU usage and I would like to know how to lower this because I can't end process because that just restarts my computer and I only have about 1.00 ghz of CPU

You've likely got a handful of background apps running. Head over to settings>privacy>background apps and disable the apps that you don't want running in the background.
