OK....I have the following.
AMD Athlon XP 2100+, Thoroughbred B.
Biostar M7VIT mainboard--VIA KT400 chipset, award bios I think.
Dane-elec DDR 333 Ram (3x 256 sticks, not sure exact model)

I want to unlock the multiplier on the processor, so I can reduce it to 10.5-11.5 and safely increase the FSB to 166 for synchronus operation. Can I do this? How?

To access the lower multipliers you can either do the "U" trick, that is, close the 5th L3 bridge by painting a "U" around the the trench with conductive paint.

There are alternative methods like the wire mods and painting a connection on the underside of your Tbred B XP210+.

See this link. Look for the CPU socket pics.

His T-bredB comes with 13x default multiplier... this means that the higher end multipliers (13x and higher) are unlocked for every motherboard. If he wants lower multipliers he has to do one of the suggestion posted by phsstpok.
