My target speed is lower than my actual speed.

8350 fx target is 4000 and current is 4335 . should this be some thing that i need to adjust or even worrie about. this is at idel

That is turbo boost. Its normal that it can run one or two cores at higher speeds if it is still staying cool.
Nothing to worry about
