Question Temperature still high even after installing the new cooler ?

From 18 months ago I bought my Pc :

Ryzen 9 3950x - 32GB Ram - Gigabyte RTX 3070 TI - MAG B550 Tomahawk MB - MAG 240R Liquid Cooler - 750W Power

After 7 months from using it the temperature become 60 at the Idle mode then 95 from 1 month ago.

MSI replaced the cooler for me with the new version of the cooler 240R V2 and I used Mastergel Maker New Eddition 11W but I found that the temperature now after the new cooler and the new thermal paste is still 85c at the Idle mode ?
What can I do ?

Definitely not normal.

With a good quality thermal paste and supposed that they assembled the cooler properly, the idle temperature should be ~40°C (+/-5°C).

If your PC is under warranty, you can report the temperature issue so that they can fix it.

Tell them to test with a stock air-cooler to see the difference in temp.

For starters, make pump work 100% even at idle.

I will try to do that. The first time the cooler replaced very difficulty and it toke a long time.
But what about the MB? Someone told me to change it and other one told me to make undervolt to the cpu
