my toshiba windows 10 cannot creat a recovery image no boot menu no safe mode

My Toshiba satellite L 40t-B917 12gb ram 1,terabyte hard drive doesn't not want to create a recovery image,load boot menu or start in safe mode.it is extremely slow and cannot open some software and programs like the Windows settings. What can I do ?
Tried pressing and holding 0 it says some files are missing tapping escape and ,f2 del,f8 and f12 both not responding

For the missing files, you can:

Boot Windows 10 to Command Prompt Externally and then Run the SFC /SCANNOW Command. The command can repair the corrupt system files and can fix other issues as well.
