Question My Twitch Stream is very laggy

I wasn't sure where to post this but this seemed acceptable. Anyways, I've recently started streaming on Twitch using OBS Studio. However, it's extremely laggy, it freezes up at times, has extreme lag and is pretty unwatchable most of the time. It usually starts when I'm about 30 or 40 minutes in on the stream. I've tried lowering the bitrate on OBS but it doesn't really seem to help that much, I've even lowered it to 300 and there wasn't a noticeable, if at all even.
My specs are:

GPU: AMD PowerColor Red Devil RX 580 8GBD5
CPU: AMD Ryzen 5 2600
RAM: CORSAIR Vengeance RGB 16GB 3000mhz
MOBO: MSI Proseries B450M PRO-VDH
PSU: EVGA 750 N1

Have you tried using own radeon relive software and does to be sure its not up to OBS to do that issue?

What have you lowered to 300? Bitrate? The higher the bitrate the better the quality, but beware maximum should always be between 2500-3000
