[SOLVED] My USB devices don't work whenever I unplug them and plug them back in.

Whenever I unplug a USB device, be it a mouse, keyboard, or wireless dongle, I have to restart my PC for them to actually work when I plug them back in. For example, when I unplug my RGB keyboard and plug it back in, the RGB lights aren't on, and the keyboard is unresponsive. I have to restart my PC whenever I want to plug in anything new.

Check to see if the UPNP service is disabled or not started.
