My USB is not formatting.

I have a HP 32 GB USB. When I insert the USB in my laptop or computer, it does not show the drive. When I choose show hidden icons in folder options so it show the drive but when I double click the drive so a message appear showing that please insert a drive into the E:\. I can't format it with any software and Command Prompt (CMD) but it also show that please insert a drive.
Please if any one knows how to format it so format it so please tell me.
