My USB mouse is not working properly

MY USB mouse was not working properly so, thinking it was just an old mouse, I got a new one. However, the new one is doing the same things. Sometimes I have to click it repeatedly to get it to work and sometimes it will highlight and sometimes it won't. I have run the troubleshooter, and it tells me the driver is current and the device is working properly. I also plugged it into a different USB port, but that hasn't made any difference. Anyone have a clue what the problem is?
 
Test the mouse in another system and with another keyboard to make sure where the issue is. If mouse works fine in another system, try running things in Safe Mode and see how that works. You may need to uninstall the mouse from Device Manager and have it re-detect it.
