My usb ports on the back io are not working

some of my usb ports are not working and it will not let me put my Logitech gaming pad on it are shall I say read it...I did some things like disabling and enabling ports in device manager ..anyone know how to fix this pain in the neck problem.. I even reinstalled windows 10..also will skylake be coming out with Pentium processors..peter..Topeka.. kansas
