Question My WD Black 2TB hard drive seems awfully slow, any fixes?

Specs of PC:
i5 11400f
GTX 1080
ASRock B560 pro 4
16 GB DDR4 3200
Samsung 850 Pro 512 GB
WD Black 2TB 3.5"

Whenever I download games via steam using the HDD, I get ~3 MBPS. I have seen videos/people mention HDDs operate well above that speed, so I am curious if this is normal or if something can be fixed. This also applies to an SSD I have in another build, where I get ~10 MBPS download via steam. Any fixes to this problem or do I just have high expectations. P.S. I have checked steam settings, nothing is limited and the server selected is the closest to me(Washington D.C.).

Can you run HDtune benchmark and show screenshot with results?
Get HDtune 2.55 free version.
 
Something fishy going on if Steam only downloads at between 3mbps and 10mbps on your internet connection rated over 200mbps, One thought comes to mind, might be others on your line as well, could make sense that with a speed test you obtain max through because it prioritized, and with steam it's not, thoughts.

OK not fishy, but something ain't right, recon there might be drive problems, let's see the hdd or ssd bench.
No.

There are any number of reasons why Steam is not feeding you at your supposed max internet performance.
Time of day, distance from Steam servers, etc, etc.

Especially as this seems to be happening on 2 different drives.

What Steam serves has little or nothing to do with the drive performance.

A very slow drive would manifest in other ways, not just Steam downloads.

But yes...lets see what the drive benchmarks say.
