My wifi wont turn on I go into settings and the Bluetooth and wifi switch won't turn on how do i fix

Wifi will not turn on nor will bluetooth

Are they listed in Device Manager? (Bluetooth will be listed on it's own near the top, wireless device will be listed under "Network adapters" .
