My windows 8.1 64bit is running software in 32bit?

When I look at task manager I see my Nvidia Geforce Experience program running as a 32bit and Also all other Nvidia software runs as 32bit.
Also I notice that I cannot open Nvidia control panel. Nothing happens when I click on it.

The majority of your software is probably running in 32-bit with WoW64. For the most part the only downer is the lack of memory addressing beyond a certain range. Otherwise, no big deal.
