My windows 8.1 laptop is flashing random bright colors and I can't do anything but watch.

When I turn my laptop on it just switches from one color to the next after re booting several times it still does the same thing.
I can't run any programs all I can is watch as the screen changes from one color to the next...

First off, this is likely a windows issue, not a cpu issue. Secondly, try booting to safe mode by pressing F8 repeatedly as soon as you power on the unit. If you can get into windows that way let me know. If not, try going into the BIOS and resetting everything to default. If that doesn't work you can try doing a refresh.

If you can't do anything you may have a failed graphics adapter or monitor. There are other possibilities as well.
