Question My windows doesn't boot up after installing Amd Radeon HD 6450 (1gb sapphire)

Motherboard : Msi 2ab4
Processor : i3-550 @ 3.20 GHz
Ram : 4 + 2 GB (UMAX + samsung)
GPU: AMD Radeon HD 6450 sapphire 1 GB

OS: Windows 10 Pro (64-bit)

So, Here is my problem ... My PC worked well when I had intel HD Graphics (onboard graphics) .. but when I installed a GPU after uninstalling intel HD, I wasn't able to boot up windows 10 it freezes when it loads with the windows logo and turns off immediately .. and goes to recovery environment after it tries to boot a couple of times .. I tried removing my 4GB stick and it works perfectly with only 2 GB .. I installed new drivers and as you guys know 2gb isn't enough to run games .. I can't figure out the problem .. is it my PSU? (is 250 Watts not enough)

-> I was able to boot into Safe mode with both of my ram and video output set to PCI-E
-> I was able to boot into Windows with both of my ram and video output set to Onboard
