[SOLVED] MYSTERY! 4k Vid Plays on Intel HD4600, HD630 but not on HD530?

Just bought barebones Dell Optiplex 7450 1080p AIO and testing Video
Installed Windows 10 2004 with all new drivers and updates.
i5-6500, 4gb DDR4, wd 250gb nvme ssd, only intel HD 530 graphics.

My test file is an HDR UHD 4k rip of Trolls World Tour I purchased, it's 12,800mb/s.

The file plays perfect on laptops with i7-4800mq (intel hd4600) + another with i7-7700hq (intel hd 630) + one with i5-8265u (intel hd 620)+ a Desktop with a GTX 1050ti. All with 1080p screens!

But this file will absolutely NOT play on this new optiplex with HD 530 graphics / i5-6500.
I've installed the HEVC codec.
I've even connected to 4k external tv via dp 1.2 to hdmi adapter and it performs terribly.
Also tried vlc

Why will this one file play perfect in Windows 10 Movies & TV app with ALL these different cpu's but NOT on this system? Is the 4gb ram causing it?

Any ideas? This doesn't make sense.
