This question has been floating on the WotC website for about a month
and it's piqued my curiousity. Anyone have any ideas?

Ubiquitous was overhead screaming out:

Simple answer:

It's a typo or editorial oversight. Somebody forgot to put the staff in
area 427, or they meant to delete the staff, or they meant area 427 to be
a different area reference and just forgot to write the staff in.

You know, people screw up sometimes. It happens. We all deal with it.
Examples of screwing up can be witnessed everyday at your local DMV or
Social Security office from 8am to 5pm. Please don't feed the government
workers, they bite.

Ahhh, but the fun part is seeing how people fill in these parts to fit
their campaign.
