N/2 Ratio? Temperatures question

Hello all.
I have a couple of questions I hope I can get an answer to.

What is the N/2 Ratio option?
What are safe temperatures? I had my E6750 at 3.2 Ghz with a FSB at 400mhz and the ram at 1:1 running at normal speed (800mhz). Using speedfan (which I really cannot interpret) the CPU stayed at about 42C. I ran Prime95 for 4 hours and went online etc with no problems. Then all of a sudden (as per speedfan v4.33) three of the temp readings (all it says is temp 1, 2, 3) went up to the 70sC from the 40sC. The system was stable but I panicked and shutdown and reset the BIOS to normal/auto. All voltages on auto (CPU remained the same) Any help is appreciated.
