It is poorly explained why a 13-minute outage can potentially cause shortages. Of course, all the wafers in production at that time are now unusable, but the worst part of the outage is that it takes almost a month to check, repair (if necessary) and recalibrate the machinery.

Yeah, it'd be cool if you'd spent any time trying to figure out or explain why that caused so many problems. Or maybe find out the underlying cause of the outage.

I expect the outage caused certain equipment to power down that shouldn't, such as whatever is involved in keeping the cleanrooms clean. Maybe the outage was accompanied by a surge that damaged some specialized machinery that's not trivially replaceable.
