Napoleon total war download issues

I purchased a physical copy of Napoleon: Total war, and downloaded it onto my steam library in my E: drive, which is my secondary steam library.

The Download was 2 discs for a total of 20gb, and when I try to launch the game in steam, it wants to update an extra 11gb, which is ridiculous in its own right.

When I tried to go in offline mode and start the game manually through the exe, I found that not a single byte of my game had me downloaded. 88 folders, 0 files, 0 bytes.
So what on earth is going on there?

Now heres the best part: The so called update, is in my original steam library in my C: Drive, updating as we speak. Now what the f*** is going on???????

Why is this mucking me about? Last time I installed this game, It was a simple install, no problems whatsoever!! Why is steam mucking me about like this??

Uhh, DVDs only hold 4.7 GBs of space.

Also your terminology isn't making sense, you said purchased a physical copy and then downloaded it? What? You don't download something with a physical copy. (a patch/update maybe)

Did you activate the game on steam? (at the bottom of your list is an add a game button)

Installed then, if you're gonna be pedantic, you know exactly what I mean.

And Yes, DVD's only hold 4.7gbs of space, but I'm not going to argue with the installation process, which showed 20gb of installed game on 2 discs. If you want, I can email you the screenshots.

I've installed the game before from disc with no problems, just basic plug and play. but I uninstalled to make room for other stuff because I only had limited space at the time, but since then I've added another HDD to my computer.

I have 2 steam library's one on my C: drive, and one on my E: drive. I selected for the game to be installed to my E: Drive steam library, and it took an hour or so to install, no problems during installation whatsoever.

Tried to start the game, and an 11gb mandatory download for the game showed up on steam. I thought I could just go into offline mode and start the game manually through the .exe in my E: Drive, but nothing has been installed except for the folders. So where has all this data that was supposed to be installed gone?

And why is the update downloading to my C: Drive library? It even created a new Napoleon: Total War game folder in my C: Drive.
