The recommended graphic card from game-debate is this https://www.techpowerup.com/gpu-specs/radeon-r9-270-1024sp.c2679 , but it runs at pci-express x16 3.0.

PCI Express is backwards compatible. You can run a PCIE 3.0 card in a PCIE 2.0 slot without worry.

Yes i know that, but will it have decrease in the efficiency?

No. Only top-end cards like the RTX 2080Ti would run into throughput issues.
