Necessary to clone non-OS drive when swapping?

I have a drive that holds only a big Steam folder that I want to swap out for a larger capacity one. Since it doesn't hold Windows is it safe to simply copy/paste everything over and then switch?

Yep, although if the drive is old you should run a checkdisk on it first.
