Need 400$ component list

Hey guys my buddy wants to build his first pc and Im not to good with pickin stuff out with a budget He wants to spend 400$ at most he said he does not care about playing on Ultra settings he just wants to be able to play games in general with me. He is going to be on it for hours on end most days. Wants to be on games like chivalry, counter strike, he also wants to get on gta 5 when that game comes out so if you guys know any god component lists for that price please let me know and thanks for your time

Why not buy a Xbox or something? They can run any games that PC can run for less price... Tell him to get a console!
