If your current system is what is in your sig then I'd consider upgrading the GPU and possibly the CPU cooler to overclocked that 4790K as it's still a excellent CPU by today's standards and would play those games quite well.

For yours I'd probably look at the Be Quiet Dark Rock 3 or Pro or a Larger Noctua, these coolers work great however they can obstruct your RAM so that's something worth checking out. I would think with one of these coolers you could probably get to around 4.6-4.7 on that 4790K if needed but I'm sure it's still fine at stock. Heck, I'm running my 4770K (3.5ghz) at stock currently without issues.
It's actually for a friend, but for my system what cooler would you recommend? Also what gpu? Thank you for the new system link! Awesome
Dont buy the motherboard listed above they have Vram heat issues.

For your video card this is not the time to buy one the prices are crazy high from the minning.
For gaming I would in the lower end of his budget drop the K processor and pay the crazy price for a much better video card or spend a bit over the budget and keep the better video card.
It would make a huge difference in more demanding games like PUBG that is poorly optimized. http://gpu.userbenchmark.com/Compare/Nvidia-GTX-1060-6GB-vs-Nvidia-GTX-1050-Ti/3639vs3649
I'd probably push for the second build, while overclocking isn't necessary now it's a nice feature to have later on when the performance may be needed.
